 Sensible Drain Establishment
The target allocation and provisioning system has created opportunity for the establishment of municipal drainage systems and purification plants. Two types has become widely applied nationally: that of one municipality - one system, and that of a regional system with several municipalities getting connected to it.

The factors that influence how the system operates are as follows:
  • the quality of the released waste water
  • the circumstances of the release
  • the network type of individual municipalities
  • the quality of the network construction
  • the number and length of mains connecting the municipalities
  • hydraulic and organic matter load on the purification plant
  • and sludge treatment and placement.

Should any malfunction or failure occur, it would have an adverse impact on the system as a whole requiring those making use of the drainage services to assume more responsibilities in the form of additional construction and related costs and, on the part of the authorities, in imposition of fines.

During operation, the reasons giving rise to malfunctioning should be searched for and detected and the optimal solution for eliminating shortcomings must be found and implemented to prevent any further occurrence at the outset.

In designing future networks, it seems justified to take preliminary operational expertise into considerations so that, as a consequence of proper preparations, such an optimal network can be achieved that ensures a trouble-free operation because the influencing factors have been taken account to the widest possible extent.
