 Slovak Environmental Inspection: Tasks and Duties
Receiving reports on extraordinary deterioration or extraordinary impairment of quality of waters and managing the works in removal thereof.


Extraordinary Deterioration of Quality of Waters or Extraordinary Impairment of Quality of Waters means any sudden, unforeseen, and material deterioration or impairment of quality of waters caused by unpermitted discharge of waste water or by uncontrolled leakage of hazardous substances, which is demonstrated particularly by:

  • unusual colour of the water,
  • unusual odour of the water,
  • occurrence of a fat surface film on the water,
  • oil spots on the water,
  • floating matters creating sediments or foam on the water,
  • dead fish in the water or unusual behaviour of fish in the water,
  • spilt oil substances on the ground, spilt or dispersed chemicals on the ground, prohibited occurrence of hazardous waste near a river.

Any negative consequences and damage in the surface and ground waters, including the water ecosystems, may be mitigated by immediate destruction and removal of the hazardous consequences of extraordinary deterioration of waters.

Any extraordinary deterioration of quality of waters or extraordinary impairment of quality of waters should be reported immediately upon finding to the Slovak Environmental Inspection, the Environmental Inspectorates, Water Protection Inspection Departments by calling free phone numbers 24 hours a day.

The inspectors have imposed, for contamination of the environment, more penalties than in the last year. In the first half-year, the inspectors of four regional inspectorates in Bratislava, Banska Bystrica, Zilina, and Kosice performed in aggregate 1,318 controls and found violation of legal regulations in 504 cases. They imposed 362 penalties in the total amount of 9.93 million Crowns.

For the same period of the last year, they performed 1,363 controls and imposed 289 penalties in the amount of 6.57 million Crowns. The increased amount of penalties was caused especially by the high penalty of 2.5 million Crowns imposed on the firm Biotika in Slovenska Lupca for extraordinary contamination of water in the river Hron.

As the SEI´s General Manager Mr. Oto Hornak said, the primary aim of the inspecting activities is not to impose penalties, but to improve the legal consciousness and to reduce the number of cases of violation of legal regulations.

In addition, in the first half-year, the SEI received and investigated ten complaints, of which six were unreasonable, and only two of them were resolved within its competence.
