In the current reviews of performance of the Program it was declared that the Program was not supported by funds. The „Flood Protection Program in the SR Until the Year 2010“ is performed by the Slovak Water Management Enterprise and comprises a list of more than 300 investment constructions and measures in river basins on the whole territory of Slovakia.
The Slovak Water Management Enterprise, in its investment program until the year 2002, performed the program particularly by building the complex construction of the project „Floods on the Territory of Slovakia in the Years 1997 – 1999, Removal of Consequences and Preventive Precautions“ with the total costs of SKK 2,180 million, which was mostly financed from the loan provided by the Development Bank of the Council of Europe.
The project contains 3 basic subprojects:
A. Improvement of flood protection in the river Morava
B. Reconstruction of the East Slovakian Lowland
C. Flood precautions on rivers in the towns and villages of the Slovak Republic.
The subproject C includes removal of consequences of floods and prevention in additional 15 locations in the regions of Slovakia. It is aimed at solution of discharge conditions in the most exposed parts of the river basins of Myjava, Chvojnica, Svinka, the righ bank tributaries of Ipel in the vicinity of Sahy, the left bank tributaries of Hron in Brezno, Zolna, Podluzianka, Rajčianka, Kysuca, Bebrava, Varinka, Vlara, central Hornad, upper Torysa, and Poprad.
The scientific technical project within the program, in view of failure to provide any funds in 2003, was not realised, and it is not expected to start even in 2004.
Further financing of the Flood Protection Program of the SR Until the Year 2010 shall be oriented to:
- funds of the European Commission, approx. SKK 8.5 billion,
- final consumption of the humanitarian assistance form the Swiss Government,
- state budget.
The Slovak Government, by its Resolution No. 1259/2002, approved the draft request of the Slovak Republic for financing form the ISPA Program of the European Community for the project „Professional Assistance for Preparation of Priority Flood Precautions in the Slovak Republic“. From the extensive technical and economical analyses, the following project have been chosen as most appropriate for the assistance: - Protection of the intravilane of Bratislava,
- Protection of the intravilane of Banska Bystrica,
- Reconstruction of the adjustment of the river Torysa in Presov with the total budgeted costs of SKK 3.2 billion.
The Slovak Water Management Enterprise expects some sources from the funds of the European Commission for additional projects: - Protection of the intravilane of Bratislava III construction,
- Reconstruction of protection of the intravilane of Kosice,
- Dispersed protection of the intravilanes of towns and villages with the total budgeted costs of SKK 3 billion.
It is expected that from the funds of the European Commission, flood precautions will be realised in the years 2003 to 2010 in the value of almost SKK 6.2 billion. Further, the Enterprise prepares for realisation in the years 2004 – 2006 basic documents for flood protection constructions which may be paid from the structural funds in the aggregate amount of SKK 2.33 billion. The humanitarian assistance after the floods of 2002 was provided to Slovakia by the Swiss Government in the amount of CHF 4.0 million, i.e. aprpox. SKK 109 million. These funds served for protection of the municipalities of Brezno, Lubietova, Lehota pod Vtacnikom, Presov, or Sucany and Fricka.
