David Garman’s involvement as a leading water organisation representative already started several decades ago with his nomination to the Sydney Congress Organising Committee of IWA’s forerunner IAWQ in 1976. Garman also served as President of the IWA World Water Congress in Melbourne (2002) and was senior Vice-President of the organisation for nearly four years. Like many experts of his generation, the Australian chemist also has an in-depth knowledge of maths and physics. With only few and brief interruptions, he has been closely dedicated to the environmental sector – and to water in particular – ever since completing his university career. His ample experience, which he has gathered through working in research and education as well as with various companies, meanwhile covers analysis, consultancy, manufacturing and coordination of research activities. Since 2003 Garman has been Executive Director of Environmental Biotechnology CRC, a company mainly dealing in biofilm control.
At the helm of IWA, David Garman receives vital support from Paul Reiter, who was appointed Executive Director of the organisation already on 1st May 2002. US-born Reiter, who holds a master’s degree in Urban and Regional Economics from the University of Oregon, is reputed to be as experienced and multi-talented as “his” new president.
The expert dedicated much of his time as a consultant to research on end-use consumption, resources planning, metering technology and tariff studies. Reiter spent twenty years working with local and regional authorities, through which he became well acquainted with nearly all municipal services. In 1993 Paul Reiter took up a position at the City of Seattle where he initially worked as the Mayor’s Utility Coordinator and later as Deputy Director for Strategic Policy for the Seattle Public Utilities. His ample experience has already been a great support in preparing for the 2008 IWA World Water Congress in Vienna and is now perfectly complemented by David Garman’s know-how.
