 Realisation of Transformation of State Water and Sewage Enterprises
The analysis of the effected transformation in the districts of Tren?ín and Komárno revealed many defects, which resulted in suspension of the transformation process and the decision to prepare a new concept of transformation of property managed by the state water and sewage enterprises.


The main defects included particularly exclusion of municipalities without public water piping and public sewage from the transformation process, high costs for preparation in terms of time and money, and review of the privatisation projects; only the property of the municipality´s infrastructure was transferred – that part which was not under management of the municipality remained state-owned, the municipalities refused to assume buildings under construction, the “profitable plants” were gradually separated from the state enterprises, and those incurring loss remained state-owned, etc.

The objective of the transformation is first of all transfer of property managed by the state water and sewage enterprises to municipalities, so that they may exercise their competences in supplying the population by drinking water, and provide drainage and treatment of waste water.

The report includes the principles which must be observed during transformation.

The tangible assets managed by the state water and sewage enterprises were, as of 31.12.1999, in the amount of SKK 35.521 billion.

The limiting conditions in transfer of the property is maintaining the technologic and operational functionality of the water management systems, inevitable transition to material regulation of prices for water and sewage, allowing participation in the transfer of property also to those municipalities which do not have any public water piping and public sewage, and transfer of the whole property managed by the state water and sewage enterprises on the territory to a newly established joint-stock company.

Paragraph C contains a proposal for gradual transformation of state water and sewage enterprises.

Another paragraph of the report contains a draft time schedule of preparation of the transformation.

The last part of the report contains a proposal of water management companies, prepared in co-operation with the Ministry of Land Management of the Slovak Republic, the Association of Towns and Villages of Slovakia, and the Union of Towns and Villages of the Slovak Republic – based on the existing water management systems representing technologic and operational functioning units. The proposal is submitted in the form of a table showing the water management system, the seat of the proposed new company printed in bold letters, coverage of the territory according to districts stating the number of the population.

The report envisages establishment of 15 water joint-stock companies operating on various territories – from one district (Myjava, Ru*omberok, Liptovský Mikulás) up to the whole region or several regions.
