In the framework of disaster relief the efficiency is to be increased on the one hand by the evaluation of coping strategies, which are used in flood events, and on the other hand by a scientific proceeding. Preventive measures of disaster control (disaster preparedness), are also to be improved by these measures. The tasks of the Competence Centre will also include to provision of a training for Red Cross workers on development co-operation. The technical and cultural experiences won from world-wide water projects will be included into the curriculum of a mobile "field school", which will then train Red Cross delegates throughout the world.
The standard training is enhanced by practical exercises and special seminars. Partners from the economy as for example the OMV, which has world-wide experience within the range of the boring technology (oil, water), will pass on their vast knowledge.
The Competence Center summarises the broad experience of many delegates, shows the existing problems (lessons learnt) and offers solutions in the form of handbooks for delegates.
