Mexico 1992: An eight-kilometre-long sewer pipe section exploded and injured many people. The serious accident was caused by a leaking water pipe the contents of which had perforated an oil refinery’s parallelrunning fuel pipe. The water-fuel mixture subsequently trickled into a sewer pipe running underneath, causing said explosion.
Since the exact location and course of the various pipings was unclear, the authorities had been unable to recognise the early signs of the accident. While this is without doubt a worst-case scenario, it should nevertheless motivate water and wastewater utility managers to get a clear understanding of the structures that are buried underground.
A recent ÖWAV symposium on digital pipeline information management systems (LIS), which was held in Linz at the end of June 2010, revealed that such modern systems not only assist in pipeline information management but are, in fact, an essential component of corporate strategic management.
